Ever wonder why Korea has a Union problem?

The Ministry of Unification said it had punished a group of South Korean labor organization members for placing floral tributes at the national cemetery of North Korea during a visit to Pyongyang. The ministry said the labor groups received only a partial reimbursement of their travel expenses as a punitive action...The ministry said it has asked the nation's two umbrella unions, the Korean Confederation of Trade Unions and the Federation of Korean Trade Unions,

You know one of the complaints of almost every businessman in Korea, domestic and foreign, is the militancy of the trade unions. With tax-payer funded suck-up to Kim Jong-Il junkets, is there any reason why they feel so emboldened? Hell despite the help the Korean Confederation of Trade Unions is so bold they even find it just dandy to slap the government around in the face.
