US ROK FTA - Talking out of both sides of your mouth

got a chuckle out of this Korea Times article on the FTA talks:

Korea added that the market here does not discriminate against foreign or domestic carmakers, citing an example of European and Japanese cars selling well in Korea even under the current taxation system...The two sides also exchanged views on country-of-origin regulations on automobiles, as Korea doesn't want to accept Japanese and other foreign makers' cars manufactured in the U.S. to be considered as American cars.

Odd, if Japanese vehicles do so well here and such a state is acceptable, why are the Koreans so keen on excluding US made Toyota's and Hondas with a good deal of US made parts?
